The nomination must relate to access, administration, citizen service, professional conduct or a practical service improvement.

Checkable evidence
Public records, published decisions, service data, documented programmes or independently verifiable accounts.

Conflict review
The reviewer should record material relationships, limitations and conflicting evidence.

Narrow wording
Publish only the conclusion supported by the reviewed material and period.
